Have you tried using Ajax Framework page?
Also you can solve the above issues by adding a custom css which accordingly handles these issues. The css can be loaded during the load of framework page.

How to change the Logon Screen Messages in Portal 7.4?
I need to change the Standard Error message on "logonPage.jsp" file to custom one?
But in SAP portal 7.4 I could not fine the Properties file for Messages.
Error Message "User Authentication Failed", this need to Change Custom one.
Find attached screen shot.
Please provide your inputs to resolve this requirement.

I can hook the CSS file in masthead souce code. But is it the right approach? We use 7.4 and I cannot find out how to upload CSS file in either Content Administration-Portal Content or Portal Display.

It happens because in 7.4 SAP has gone for light framwork page. Light framwork page doesn't provide this facility. To get more information you can always read my blog here.

please use transaction SU01.
It might be the easiest to copy an existing user to a new one (in case you know a user which has the authorisation you need).

Unified Framework Page - problem to use
Hello experts,
we are on 7.4 SP10 (with IE 11) and I try to use the Unified framework for our SAP Enterpise Portal.
At the moment we use the Ajax Framework which works without problems.
I copied the unified framework and created a desktop including a theme (SAP Blue Crystal; I tried several). After I set a login rule for that desktop I always get an error if I login. See attached screenshot + screenshot from NWA.
I also checked the following SAP Notes, but they do not have suitable information.

SAP AS JAVA not UP. (Please Prompt Help)
Dear all Experts,
This is sufiyan thakur.
In our Test environment we have installed Netweaver 740 AS JAVA on windows platform.
DB is Oracle.
DB and lisner both are started and up but sap application server not started.
when i started AS through MMC ,
it shows
Please help on urgent Basis.

SAP time zone mapping
Hi All,
we implemented the SRM portal v7.40 but in our production portal when we click on user administration and enter the user and select the user it shows the below message
SAP time zone mapping not properly initialized. Time zone information cannot be exchanged between ABAP and UME.
Kindly Suggest.

Even if the AS Java cannot start, you should be able to open MMC and see why the startup failed. For further hints you need to check the /work folder files of the AS Java server. eg: dev_jstart, std_server<#>.out, etc.
